UMBRA Strategies, is a minority woman-owned government relations and community engagement firm, founded in 2019 to provide high quality data-driven lobbying and public policy analysis services to businesses and organizations. The mission of UMBRA Strategies is based on the understanding that successful advocacy is reliant not only on authentic relationships and compelling engagement, but also on credible facts and persuasive data. With nearly 15 years of experience, UMBRA Strategies has the knowledge and network to navigate our clients through the toughest obstacles of federal, state and local legislative and regulatory challenges.

Leadership

Randi Marshall, Founder and Principal of UMBRA Strategies, has nearly 15 years of experience in public administration, public policy, and government relations. Randi’s most recent roles as a government relations executive include time at a national Fortune 500 corporation and a regional trade association in the metro Washington D.C. area. During her time working in the government Randi served as a Senior Policy Advisor in the DC Council. In this position, her primary legislative portfolio focused on economic development, land use, housing policy, as well as oversight of the District’s Department of Consumer and Regulatory Affairs.

Randi also previously served as an Associate Director with the Mayor’s Office of Policy and Legislative Affairs, and a Budget Analyst for the DC Council’s Office of the Budget Director. Prior to her career in the District Government, Randi also worked in the Massachusetts State Senate and as research and data analyst who reviewed government data sets to draw insights and develop recommendations for government contractors and management consultants in Northern Virginia.

Randi holds a Bachelors degree in Political Science from the University of Massachusetts Boston and a Masters of Public Administration from the University of Baltimore. Although, Northern California native, Randi now lives in Washington D.C. with her husband and daughter.
